FOOD INSPECTIONS: 4 York County establishments out of compliance [The York Dispatch, Pa. :: ]

Aug. 09--The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, issues with chemicals and how they're handled, and employee hygiene.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments listed as out-of-compliance for inspections conducted July 31 -- Aug. 6.

Action: Violations included an employee tasting a customer's drink from a straw, placing the straw down and picking up the same straw to taste it again; dead insects in four bottles of liquor; two cigarette butts on the floor by the back door; scoop stored in standing water; raw eggs stored above ready-to-eat foods in the walk-in refrigerator; bar drinking ice stored under soda holsters, which were draining in the ice; wet wiping cloths in the bar area were not stored in sanitizer solution; several foods on the steam table were not held at 135 degrees or more; new three-tier pizza oven was not 6 inches under the hood; not all refrigerators had visible thermomethers; handle of the warming cabinet was in need of repair; deeply scored cutting boards were not resurfaced or discarded as required; an excessive accumulation of dirt and filth inside the dish machine; chlorine chemical sanitizer residue detected in the final sanitizer rinse cycle of the dishwasher; microwave, all knives in the knife holder and bain marie door handle were not clean to sight and touch; most clean pans had stickers and old food on them; dust on the hood filters; hot water in the men's room did not reach 100 degrees; tubes of souffle cups were not protected; clean dish racks were stored on the floor; single-use items were stored food-side up on the floor; major leak in the two-bay prep sink; standing water on the bar floor behind the refrigerator; back door being propped open by various employees; food facility operator failed to post an original, valid Food Employee Certification in a location conspicuous to the consumer.

Comment: A call seeking comment was not returned by a corporate representative.

Dover Valley Family Restaurant, 3720 Carlisle Road, Dover

Action: Violations included some food handlers who were not wearing hair restraints; an employee touching ready-to-eat foods with bare hands; in-use knives stored between table edges or between tables, which is not an area that is easy to clean or sanitize; soup, which was cooled, was not reheated to 165 degrees within two hours; a gallon of dressing was stored at room temperature, though the label stated to keep refrigerated; breading was not being sifted every four hours to remove clumps; shake machine contained food residue and was not clean to sight and touch; fan covers in the walk-in refrigerator were not clean to sight and touch; oven rack stored on the floor; women's restroom did not include a covered trash bin for sanitary napkins; a gap at the bottom of a dining room door; paper towel dispenser was empty at the handwash sink in the men's employee restroom.

Comment: Co-owner Stelios Kakaziotis said all violations have been corrected.

La Uncion Grocery & Deli, 156 N. Newberry St., York City

Action: Violations included evidence of rodents/insect activity in the kitchen area; food storage containers that were not properly labeled; thermometers not properly positioned in equipment; grease and soil accumulation in outer area of fryer and top of stove in the kitchen area; accumulation of dirt and soil on drip trays inside freezer and refrigerator; excessive food residue not scraped from dishes prior to dishwashing; miscellaneous items in the handwash sink, indicating uses other than handwashing; not enough indoor trash cans; side door has a gap and torn screen that does not protect against the entry of insects, rodents and other animals.

Comment: A manager could not be reached.

Turkey Hill, 3690 E. Market St., York

Action: Violations included food stored directly on the floor, rather than 6 inches off the ground as required; underside of the bain marie cutting board is not clean to sight and touch; soda nozzles are not clean to sight and touch; an accumulation of static dust on fan covers in the walk-in refrigerator; single-use items stored on the floor; single-use hot dog containers stored food-side-up; mop water not being dumped after use; trash and debris at the dumpster area; dumpster lids not closed; no sign or poster at the handwash sink to remind food employees to wash their hands; intake/exhaust air duct needs cleaned or filters changed as it is emitting dust and dirt into the air.

Comment: A representative in the corporate office could not be reached.
