He also represented the Penn Central trustees during that railroad's reorganization, and worked on regulatory and antitrust matters for United Airlines. Mr. Hemmer was involved in a wide variety of railroad regulatory and legal matters. He began his association with railroads after high school, working in a variety of operating positions for Chicago, Rock Island and Pacific Railroad. Atchison, Topeka and Santa Fe Railway; and Southern Pacific Transportation Company. He received a bachelor's degree from Stanford University in 1971 and a J.D. from the University of California at Berkeley (Boalt Hall) in 1976, both with honors.
