Prior to joining RCN in March 2005, he served as Senior Managing Director and Executive Vice President of Spencer Trask Media and Communications Group, LLC (a division of New York based venture capital firm Spencer Trask & Company) based in Reston, Virginia, from June 1999 to March 2005. From March 1997 to June 1999, he served as Vice President and Managing Director for Strategy, Marketing and International Government Affairs of Bechtel Telecommunications. Prior to that, he served as an Executive Director for International Business Affairs of Bell Atlantic International and spent over 18 years at Bell Atlantic. He spent more than 18 years in Verizon and its predecessor organizations, serving in a variety of executive positions including strategy, government affairs, marketing, business development, regulatory and legal positions. In 1990, he was selected to serve a one year appointment under the Presidential Exchange Executive Program of the White House. He has been a Director of Evolving Systems Inc. since March 31, 2008. He served as a Director of Local Matters, Inc. In 1990, Mr. Ramlall was elected as a Member of the President's Commission on Executive Exchange, for which he served as an Advisor on international trade for the Deputy Administrator of the Small Business Administration. He is a Charter Member of the Indian Chief Executive Officer Council. He serves as a board member of the Alzheimer's Association, National Capital Area Chapter. Mr. Ramlall earned both his M.G.A in Technology Management and his Bachelor's of Science Degree in Business Administration from the University of Maryland.
