He served as a Member of Board of Governors at Aerospace Industries Association until January 2010. He served as a Member of the President's National Security Telecommunications Advisory Committee. In 1996, he was honored by UCLA as Engineering Alumnus of the Year. In 2003, he received the Marine Corps Foundation's Semper Fidelis Award. He is a fellow of the American Institute of Aeronautics and Astronautics, and a Fellow of the Royal Aeronautical Society. In 1968, Dr. Sugar graduated summa cum laude in Electrical Engineering from the University of California at Los Angeles, where he also received a Master's Degree and a Doctorate in the same field. He subsequently completed executive education programs at Stanford University, the Wharton School of the University of Pennsylvania and Harvard University.
