Background*

Mr. Frank A. Keating has been the Chief Executive Officer, President and Director of American Bankers Association. Mr. Keating has been Advisory Director of Stewart Information Services Corp. since December 2006. Mr. Keating serves as President of the Federal City Council. He is Chief Representative and Spokesman for the life insurance industry in Washington, D.C. He served as Governor from January 1995 to January 2003. Mr. Keating began his career in law enforcement and public service more than 30 years ago, serving first as special agent in the Federal Bureau of Investigation in 1966 and state prosecutor, and later, state legislator and then served as Assistant District Attorney in Tulsa County, Oklahoma. He and his staff work as advocates for nearly 400 life insurance companies that account for 75 percent of the life insurance and annuity markets in the United States. Since 1972, Mr. Keating served as the Oklahoma State House of Representatives and two years later for Oklahoma State Senate. From 1981, he served as the U.S. Attorney for the Northern District of Oklahoma and in 1985, he began seven years of service in the Ronald Reagan and George H. Bush administrations serving as Assistant Secretary of the Treasury, Associate Attorney General in the Justice Department and as General Counsel and Acting Deputy Secretary of the Department of Housing and Urban Development. In addition to working in the industry and presiding over statewide energy policy for eight years while Mr. Keating has also managed a family mineral company. He served as Chairman of the Interstate Oil and Gas Compact Commission from 1997 to 1998. He has been Director of CGI Technologies and Solutions, Inc. (Formerly CGI-AMS Inc. and American Management Systems Inc.), since October 14, 2003. He has been a Director of Chesapeake Energy Corp. from June 6, 2003 to June 2012. He also serves on the boards of the National Archives Foundation and Mt. Vernon. Mr. Keating is seen frequently on the Fox News Channel as a commentator on a wide variety of topics. He won national acclaim in 1995 for his compassionate and professional handling of the Oklahoma City bombing. Mr. Keating received his Undergraduate Degree from Georgetown University in 1966 and Law Degree from the University of Oklahoma in 1969.
