He commanded Submarine Squadron Four, the USS Sam Houston and the USS City of Corpus Christi. In 1988, Admiral Owens was the Director of the Office of Program Appraisal for the Secretary of the Navy and, in 1987, he was the Commander of Submarine Group Six, the Navy's largest submarine group. He retired from the U.S. Navy in 1996 after 34 years of service. From 1994 to 1996, Admiral Owen served as the Vice Chairman of the Joint Chiefs of Staff, the second-ranking military officer in the U.S., where he held responsibility for the reorganization and restructuring of the armed forces in the post-Cold War era. He is part of the University Boards of Harvard Kennedy School and Department of Defense Policy Board. He serves as Member of the Board of Ambassadors at Fred Hutchinson Cancer Research Center.
