He earned a Ph.D. in Economics from the University of Virginia, where he studied under two Nobel Prize winners. He holds Master's Degree from Johns Hopkins University. He holds BA from University of Toledo in 1962. He did undergraduate from kenyon college. He holds LLB from George Washington University in 1967.
