As Deputy Secretary, Department of Veteran Affairs since 2001, Dr. Mackay served as the Chief Operating Officer of the nation's second largest cabinet department. During his tenure, he led several successful reforms, such as a business process redesign in the Veterans Benefits Administration that resulted in a 30 percent reduction in ratings claims pending during an 18-month period. Prior to Veterans Affairs, he served as Vice President of Bell Helicopter Textron, Inc. in Ft. Worth, TX where he served at different times as head of the Aircraft Services Business Unit, Bell-Augusta Product Support and Business Development and Strategic Planning. Prior to that, Dr. Mackay served as Director of Market Development at Lockheed Martin Corporation. Dr. Mackay's military career included serving as military assistant to the Assistant Secretary of Defense from 1993 to 1995 and as a fighter pilot with Fighter Squadron Eleven out of Virginia Beach, VA from 1986 to 1989. He has been a Director of Cognizant Technology Solutions Corporation since September 2012. He served as a Member of Advisory Board at United States Department of Health & Human Services. Dr. Mackay is a graduate of the U.S. Naval Academy in 1983 where he was awarded the Secretary of the Navy Distinguished Midshipman Graduate Award, he went on to earn a master of public policy degree from the John F. Kennedy School of Government at Harvard University, Cambridge, MA in 1991. Dr. Mackay earned a Ph.D. in Political and Economic Analysis from Harvard University in 1993.
