Mr. J. Rock Tonkel, Jr. has been President and Chief Operating Officer at Friedman Billings Ramsey Group Inc., since February 8, 2007. He is a Member of Executive Committee at FBR Capital Markets Corporation. Earlier, he served as Executive Vice President and Head of Investment Banking at FBR, a position he assumed in February 2002. Mr. Tonkel joined FBR in 1994 as Managing Director of the Financial Institutions Investment Banking Group. In addition to overseeing FBR's ... focused investment banking activity in Real Estate, Energy, Technology, Biotechnology/Healthcare, and Diversified Industries, he is Senior Managing Director of FBR's Financial Institutions Group, a position to which he was appointed in November 2000. Since joining FBR in 1994, Mr. Tonkel has spearheaded the development of its FBR leadership position in the capital markets for financial companies including banks, thrifts, mortgage companies, specialty finance, and insurance companies. Mr. Tonkel's background emphasizes both capital raising and mergers transactions. During his seven-year career at FBR, Mr. Tonkel has been involved in capital raising transactions with proceeds of over $12 billion and merger transactions worth more than $4 billion. FBR's Financial Institutions Group concluded 2001 as the #1 U.S. equity underwriter for financial services companies. Under Mr. Tonkel's leadership in 2001, FBR completed or advised on 30 common stock offerings and merger transactions in the financial services sector totaling in excess of $2 billion in equity value. Every equity offering FBR executed in 2001 delivered a positive return in the after-market at year-end. According to CommScan for 2001, FBR ranked first among all U.S. underwriters in number of lead-managed public equity offerings for financial services companies and fifth among all U.S. underwriters in total dollar value of public equity offerings for financial services companies. FBR lead-managed offerings ranked second in after-market performance among all U.S. underwriters with more than $100 million in deal value, up on average over 17% for 2001. In November 2001, Mr. Tonkel led the FBR team that managed MCG Capital Corporation's $227 million IPO, the largest financial services IPO of the year (excluding insurance demutualizations). In June 2001, Mr. Tonkel led the team that sole managed the $277 million private placement for Saxon Capital, a mortgage origination and servicing company. The transaction, which resulted in a management-led acquisition of Saxon Capital from its former parent, Dominion Resources, provided Saxon with more than $100 million in working capital. Prior to joining Friedman Billings Ramsey in 1994, Mr. Tonkel served as Special Assistant to the Director of the Office of Thrift Supervision, or OTS, the federal regulatory agency for the savings and loan industry. At the OTS, Mr. Tonkel oversaw the restructuring of many of the nation's largest troubled thrifts and savings banks, including Glendale Federal Bank, California Federal Bank, and Dime Savings Bank of New York. Prior to OTS, Mr. Tonkel was an associate with Prudential Securities and an associate with Keefe, Bruyette & Woods, Inc. in New York City. Mr. Tonkel's service on American Financial Realty Trust's Board of Trustees commenced in connection with American Financial Realty Trust.'s private placement completed in September 2002, in which Friedman Billings Ramsey was the initial purchaser. He served as a Member of American Financial Realty Trust.'s Board of Trustees since formation as a REIT To November 2003. He has been a Director of Arlington Asset Investment Corp. since March 26, 2007. He is a Certified Public Accountant. Mr. Tonkel received his Bachelor of Arts degree in Economics from Amherst College.
