Mr. Neoh was also appointed as a Justice of the Peace in 1993. He is a member of the International Advisory Committee of the China Securities Regulatory Commission. From 1991 to 1994, he served as a Member of the Hong Kong Stock Exchange Council and its Listing Committee. He holds membership in the English Bar, the Hong Kong Bar and the California Bar and was appointed Queen's Counsel (now retitled Senior Counsel) in April 1990. He was a Visiting Scholar at the Harvard Law School from 1990 to 1991 and for the spring semester of the academic year 2001/2002, he was the Visiting Professor from Practice at the Harvard Law School. He serves as a Member of Advisory Board of Central Banking Publications Limited. He was elected Honorary Fellow of the Hong Kong Securities Institute and Academician of the International Euro-Asian Academy of Sciences in 2009, and was designated by the PRC to the List of Conciliators and Arbitrations of the International Centre for Settlement of International Disputes of the World Bank in 2010. Mr. Neoh is a barrister of England and Wales and admitted to the State Bar of California. In 2003, he was conferred the degree of Doctor of Laws, honor is causa by the Chinese University of Hong Kong. He graduated from the University of London with a Bachelor's Degree in Law in 1976.
