He served as a Member of the Government Finance Officers' Association, National Conference on Public Employee Retirement Systems, National Association of State Retirement Administrators, the Public Safety Employees Association, National Council on Teacher Retirement, International Personnel Management Association, Industrial Relations Research Association, National Association of State Treasurers and Council of Institutional Investors. He served for 14 years at the Marine Engineers Beneficial Association as the Administrator of its jointly-administered trust funds. He also holds NASD Series 6 and 63 securities licenses. Dr. Mackell holds a B.A. Degree from Seton Hall University in Modern Languages and Communications, and attended St. John's University School of Law. He earned Masters Degree in Health Care Administration from Long Island University. His Doctorate Degree in Labor Studies is from Rutgers University.
