Admiral James O. Ellis, Jr., USN (Rtd.), has been the Chief Executive Officer and President of the Institute of Nuclear Power Operations (INPO) since May 18, 2005. Admiral Ellis has been Member of Management Board at Burlington Capital Group LLC since 2005. Admiral Ellis served as the Manager of The Burlington Capital Group LLC (formerly known as America First Companies L.L.C), a General Partner of America First Capital Associates Limited Partnership Two and America ... First Tax Exempt Investors LP since 2005. Admiral Ellis served as an Advisor of Inmarsat Holdings Limited and its manager Inmarsat PLC since December 20, 2004. He retired from the U.S. Navy in July 2004 as an Admiral and Commander, and served in United States Strategic Command, Offutt Air Force Base, Nebraska. As Commander, Admiral Ellis was responsible for the global command and control of U.S. strategic forces to meet decisive national security objectives. His Command mission areas included full-spectrum global strike, space operations, computer network operations, Department of Defense information operations, strategic warning, integrated missile defense, and global C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance), and specialized expertise to the joint warfighter. His sea duty billets as a Navy fighter pilot included tours with Fighter Squadron 92 aboard USS Constellation (CV 64) and Fighter Squadron 1 aboard USS Ranger (CV 61). Admiral Ellis was the first Commanding Officer of Strike/Fighter Squadron 131, deploying in 1985 with new F/A-18 Hornets aboard USS Coral Sea (CV 43). He served as an Executive Officer of the nuclear-powered aircraft carrier USS Carl Vinson (CVN 70) and as Commanding Officer of USS LaSalle (AGF 3), the Arabian Gulf flagship of the Commander, Joint Task Force, Middle East. In 1991, he assumed command of USS Abraham Lincoln (CVN 72) and participated in Operation Desert Storm in the western Pacific and Arabian Gulf. In June 1995, he assumed command of Carrier Group FIVE/Battle Force SEVENTH Fleet, breaking his flag aboard USS Independence (CV 62), forward deployed to the Western Pacific and homeported in Yokosuka, Japan. His shore and staff assignments included tours as an experimental and operational test pilot, service in the Navy Office of Legislative Affairs, and duty as F/A-18 Program Coordinator, Deputy Chief of Naval Operations (Air Warfare). Admiral Ellis also served as Deputy Commander and Chief of Staff, Joint Task Force FIVE, the counter-narcotics force for U.S. Commander in Chief Pacific. In November 1993, he reported as Inspector General, U.S. Atlantic Fleet, and subsequently served as Director for Operations, Plans and Policy (N3/N5) on the staff of the Commander in Chief, U.S. Atlantic Fleet. He assumed duties as Deputy Chief of Naval Operations (Plans, Policy and Operations) in November 1996. He became Commander in Chief, U.S. Naval Forces, Europe headquartered in London, England, and Commander in Chief, Allied Forces, Southern Europe headquartered in Naples, Italy, in October 1998. He was designated a naval aviator in 1971 and held a variety of sea and shore assignments in the United States and abroad. He has been a Director of Space Foundation since January 20, 2010. Admiral Ellis has been an Independent Director at Lockheed Martin Corporation, since November 2004. He has been a Director of Level 3 Communications Inc., since March 17, 2005. He has been an Independent & Non-Executive Director of Inmarsat PLC, at Inmarsat Holdings Limited, Inmarsat Launch Co. Ltd., Inmarsat Leasing (Two) Ltd. and at Inmarsat Investments Limited since June 22, 2005. He has been an Independent Non Executive Director of Inmarsat Group Limited at Inmarsat Finance Plc., since June 22, 2005. Admiral Ellis serves as a Director of The Burlington Capital Group LLC and of Stratos Global Corporation. He served as Non-Executive Independent Director at Inmarsat Global Limited since June 22, 2005. He served as Governor at World Association of Nuclear Operators since 2010. His personal awards include the Defense Distinguished Service Medal (three awards), Navy Distinguished Service Medal (two awards), Legion of Merit (four awards), Defense Meritorious Service Medal, Meritorious Service Medal (two awards), and the Navy Commendation Medal, as well as numerous campaign and service awards. He holds Master of Science degrees in Aerospace Engineering from the Georgia Institute of Technology and in Aeronautical Systems from the University of West Florida. He is also a 1975 graduate of U.S. Naval Test Pilot School. Admiral Ellis is a graduate of the U.S. Naval Academy in 1969. He completed U.S. Navy nuclear power training in 1987 and is a 1969 graduate of the Senior Officer Program in National Security Strategy at Harvard University. He holds Bachelor of Science degree from the U.S. Naval Academy.
