As the Executive Vice President of External Affairs for National Grid, he also developed and executed communications strategies for major projects and initiatives, and served as its Chief Spokesperson for regulatory proceedings, infrastructure development, and day-to-day operations of its operating groups. Prior to joining National Grid, he worked on energy issues in the public sector in the U.S. and Canada. From 1993 to 1995, he was Deputy Minister of Energy for the Province of Alberta, Canada. From 1988 to 1993, he served as Senior International Trade Counsel for the Government of Alberta, based in New York City. Following an intense effort to achieve the passage of the Canada - U.S. Free Trade Agreement, he focused on efforts to significantly increase the flow of natural gas from Alberta to the underserved U.S. Northeast market. Mr. Manning serves as a Trustee at Citizens Budget Commission. He served as an Executive Director of New York State Smart Grid Consortium. Mr. Manning was President of the Canadian Association of Petroleum Producers since 1995. As a Lawyer, he had a private law practice where he received the Queen's Counsel designation.
