Background

Olara A. Otunnu is a Trustee at Carnegie Corp. of New York and The, Aspen Institute. Mr. Otunnu is the United Nations Secretary-General’s Special Representative for Children and Armed Conflict since September 1997, Olara A. Otunnu is a dedicated advocate for children worldwide who are caught in the turmoil of war He is responsible for promoting measures to protect children in times of armed conflict, and for reintegrating children into society after the conflict has ... come to an end. Prior to assuming his current post, Otunnu was president of the United Nations-affiliated International Peace Academy from 1990 to 1998. An expert on international security and cooperation and a long-time proponent of human rights, Otunnu has extensive experience in conflict management and conflict resolution and post-conflict peace building. Serving as Uganda’s minister of foreign affairs from 1985 to 1986, Otunnu played a prominent role in the Uganda peace talks, which culminated in the Nairobi Agreement of December 1985. Between 1987 and 1989, Otunnu was a visiting fellow with the Institut Francais des Relations Internationales and a visiting professor at the American University in Paris. As Uganda’s permanent representative to the United Nations from 1980 to 1985, Otunnu served variously as president of the Security Council, chairman of the Commission on Human Rights, vice president of the General Assembly, and chairman of the African Group. Otunnu is active in numerous civic initiatives and organizations and currently serves on the boards of the Carnegie Endowment for International Peace, the Aspen Institute, the International Crisis Group, and the Council of African Advisors of the World Bank. A native Ugandan, Olara Otunnu received his early education at Gulu High School and King’s College, Budo, later attending Makerere University in Kampala where he became president of the students’ union and played an active role in the resistance against the regime of Idi Amin. Otunnu continued his education at Oxford University as Overseas Scholar and at Harvard Law School as a Fulbright Scholar.
