Prior to joining Saber Partners, Mr. Downie was at the Brattle Group and, before that, Putnam, Hayes & Bartlett. Mr. Downie has designed and conducted the auctions for the sale of power by two investor-owned utilities and assisted in the regulatory approval process for the sale of over $1.8 billion package of power purchase agreements. Mr. Downie is also the co-author of a white paper commissioned by Comision de Regulacion de Energia y Gas (CREG), the national Colombian energy regulator. This paper discussed the development and implementation of regulatory incentives designed to optimize investment while minimizing the distortions caused by regulation during the transition to competitive markets. Mr. Downie earned his Bachelors degree in 1987 from the University of Waterloo in Ontario, Canada and an MBA, in finance, from the University of Rochester in 1995.
