Cascade Water Alliance and Veolia Water North America Extend Innovative, Sustainable Water Services Agreement
May 14 13
The Cascade Water Alliance (Cascade) has extended the term of its agreement with Veolia Water North America (Veolia Water) to provide improved operation, maintenance and management (OM&M) services for the White River/Lake Tapps Reservoir Project. The project will serve as a future water supply for seven municipalities in the Puget Sound region. The public-private partnership with Veolia Water will keep the water surface of Lake Tapps Reservoir at established target elevations, will work to maintain existing infrastructure and will provide day-to-day operations of the project. By so doing, Veolia Water will help Cascade to ensure the delivery of a safe, clean, reliable water supply to the almost 350,000 residents and more than 20,000 businesses that are served by Cascade Members. The four-year contract extension was awarded to Veolia Water based on the success of a transitional operations phase during 2012. Over the course of the agreement, a team of water industry experts from Veolia Water will help Cascade improve customer service and operational performance levels through asset management and by conducting in-depth diagnostics of the reservoir infrastructure system, developing specific recommendations for improvement, and supporting Cascade Members in programs that are compliant, safety-focused and cost efficient.
Veolia Water North America Wins Contract to Manage the Water and Wastewater Systems of Rialto, California
Jan 31 13
The city of Rialto and Rialto Water Services have awarded Veolia Water North America, a contract to manage the city’s water and wastewater systems. The 30-year contract is valued at approximately $300 million in revenues for the company. The city of Rialto and Rialto Water Services (RWS) are using a public–private concession model—one rarely seen in the United States—to strengthen the city’s financial position and improve infrastructure services. As part of that concession, RWS hired Veolia Water North America to manage the city’s water and wastewater systems. The financing mode is highly original, as the city of Rialto has received $35 million in an upfront cash payment and secured $41 million in funding for future water and wastewater system improvements through a concession contract signed with RWS, a special purpose company established by Table Rock Capital and a Ullico affiliate. RWS has responsibility for managing the 30-year contract with Veolia Water, which is estimated to be worth over $300 million in revenues for Veolia Water. RWS will oversee the infrastructure upgrade program that aims to improve the efficiency, level of compliance, water quality and reliability of Rialto’s water and wastewater systems. The RWS concession will enable the aging facilities to be refinanced without being privatized. Public ownership, control and transparent public authority over rate setting are maintained by the city. The concession provides the capital needed to rehabilitate and replace the water mains and sewers, design new infrastructure and carry out seismic retrofits. The planned program will strengthen the city’s finances with annual lease payments that can support economic development and local jobs.
