Enbridge Gas Distribution Inc. Receives Approval for GTA Project

Enbridge Gas Distribution Inc. announced that it has received approval from the Ontario Energy Board (OEB) to upgrade the backbone of its natural gas distribution system in the Greater Toronto Area (GTA). The GTA Project will provide upgrades to the natural gas distribution system that supplies natural gas to Brampton, Mississauga, Richmond Hill, Vaughan, Markham and Toronto. Construction is expected to begin in late 2014 and finish October 2015. The new pipeline will be comprised of two separate segments (Segment A and B), and will be located mainly in existing utility corridors to minimize disruption in the community. The pipe will also be connected to an existing underground distribution system that delivers natural gas to homes and businesses in the GTA. Segment A will be a 42-inch diameter pipeline that will be located within a designated utility corridor, immediately south of Highway 407. Segment A will travel from Parkway West at Derry Road and Highway 407, approximately 27 kilometres northeast to the existing Albion Station. Segment B will be a 36-inch diameter pipeline that will begin in an existing utility corridor in the City of Vaughan at Keele Street, just south of Highway 407. The pipe will travel approximately 23 kilometres in total -- east past Highway 404 to between Victoria Park and Warden Avenue, and then turn south and travel within a utility corridor to Sheppard Avenue East in the City of Toronto. Two new pressure regulation facilities will connect the new pipelines to the existing system. There will also be an upgrade made to an existing pressure regulation facility at Jonesville Station, located just north of Eglinton Avenue East near Jonesville Crescent.

Union Gas Limited, Gaz Métro Limited Partnership and Enbridge Gas Distribution announced an agreement with TransCanada PipeLines to ensure access to diverse and affordable natural gas supplies. The agreement includes a revised framework for TransCanada's mainline tolls and the proposed Kings North project. The revised project, when combined with Segment A of Enbridge Gas' proposed GTA Project, will provide a new natural gas transportation path through the constrained Parkway to the Maple transportation corridor near Toronto, Ontario, giving consumers in eastern Ontario, Quebec and markets further east, secure access to diverse and affordable supplies of natural gas. This gas will be distributed from the Union Gas Dawn Market Hub in south western Ontario and through Niagara. Details of the agreement will be developed in the coming weeks. While this agreement will increase consumers' access to affordable energy, Union Gas, Gaz Métro and Enbridge Gas are continuing discussions with TransCanada regarding the proposed Energy East Project which would convert a portion of TransCanada's Mainline system from natural gas to oil.
TransCanada Pipelines Limited Files Statement of Claim against Enbridge Gas Distribution Inc. in the Ontario Superior Court of Justice

On August 16, 2013, TransCanada Pipelines Limited filed a statement of claim against Enbridge Gas Distribution Inc. in the Ontario Superior Court of Justice. The statement of claim outlines TransCanada's position that Enbridge Gas' earlier termination of a Memorandum of Understanding (MOU) between the two companies is a breach of the MOU. The Ontario Energy Board (OEB) has encouraged natural gas industry participants to cooperate in order to optimize natural gas infrastructure in Ontario. The MOU was entered into in part to optimize a 23km segment of pipeline in Ontario. The MOU between the two companies was terminated by Enbridge Gas because TransCanada failed to take the necessary actions to allow Enbridge Gas to comply with Provincial law set out by the Storage and Transportation Access Rule of the Ontario Energy Board. That rule requires that all capacity offered by a pipeline company be offered and allocated in an open access and non-discriminatory manner.
