National Oceanic and Atmospheric Administration Selects Nortel Government Solutions Inc. as Prime Contractor

Nortel Government Solutions Inc. announced that the National Oceanic and Atmospheric Administration (NOAA) has selected NGS as a prime contractor on the Instrument Processing Engineering Support-III (IPES-III) contract. Through the IPES contract, NGS will provide a wide array of IT support services to the Office of Systems Development (OSD) Ground Systems Division (GSD) of the NOAA Environmental Satellite, Data, and Information Service (NESDIS). The contract's period of performance is August 10th 2009-August 9th 2012. The estimated value is $5.0 million. As part of the IPES contract, NGS, along with sub-contractors Integral Systems Inc. and Carr Astronautics will provide NESDIS OSD with highly specialized support and expertise associated with the design and development of end-to-end solutions for the current series of the Geostationary Operational Environmental Satellite (GOES) ground system components. These systems are critical for the continuity of the GOES constellation and vital for predicting and tracking the formation of hurricanes. This contract provides multi-faceted support and an architectural upgrade to ensure the evolution and enhancement of NOAA's NESDIS operational weather forecasting capabilities.

ENH Eyes Nortel Networks’ Enterprise Solutions Business

Enterprise Networks Holdings (ENH), a joint venture of The Gores Group LLC and Siemens AG said that it is pushing to submit a bid to acquire the enterprise solutions business of Nortel Networks Corp. ENH added that it is expending considerable resources, time and expense in the expectation of making a competing bid for the assets. It is believed that Avaya Inc, with an offer of $475 million, is currently the stalking horse bidder for the Nortel business. ENH has filed a limited objection to the proposed bidding procedures for the Nortel unit in the U.S. Bankruptcy Court for the District of Delaware. It said that the procedures have several provisions that not only give Avaya an unfair advantage, but also reduce the likelihood that Nortel's stakeholders will receive maximum value for the assets. ENH has asked the court to require that Nortel provide each qualified bidder all information about the assets being sold. It has also asked Nortel to provide to qualify bidders all documents related to Avaya's bid for the assets, along with any documents relating to competing proposals for the assets. Deloitte is acting as an adviser to Nortel through the bankruptcy process. It has indicated that bidding procedures relating to the sale of the enterprise solutions business are likely to be finalized in court, on or around August 4. Earlier in July, Nortel accepted Avaya's proposal as the stalking horse bid for the enterprise solutions business. Any competing bids will have to exceed Avaya's offer. The proposed asset sale to Avaya will include all the assets of the enterprise business, as well as the shares of Nortel Government Solutions, Inc and DiamondWare, Ltd. In a separate court filing, Nortel’s creditor MatlinPatterson has also made a limited objection to the bidding process for Nortel's enterprise unit. The firm said that current procedures fail to preserve the right of creditors to propose a plan of reorganization as a qualified bid.

Nortel Government Solutions Inc. has been designated by General Dynamics as an authorized reseller of the General Dynamics Sectera vIPer Universal Secure Phone. As federal agencies and departments streamline inter-agency communication networks and enhance their unified communications capabilities by migrating to the use of VoIP, the combination of the Nortel Application Server 5300 with the General Dynamics Sectera vIPer Universal Secure Phone enables NGS to provide a secure, end to end VOIP solution for federal government customers with secure voice communications needs. The General Dynamics Sectera vIPer Universal Secure Phone provides the latest upgraded algorithms and Secure Communications Interoperability Protocol (SCIP) technology. Using SCIP signaling and commercial open standards, the Sectera vIPer phone enables secure communications over VoIP and PSTN networks. The vIPer is the only VOIP phone with integrated security certified to protect information classified Top Secret and below, including Sensitive But Unclassified (SBU) over commercial networks, and is available to support multiple key sets for U.S. government sponsored interoperability (e.g., NATO and coalition). The combination of the Joint Interoperability Testing Command (JITC)-certified Nortel AS 5300 software solution and the General Dynamics vIPer phone enables NGS to provide a secure VOIP capability to federal government customers eliminating the need to use multiple desktop phones in order to accomplish secure and non-secure voice communications.
