David Joyner, former senior vice president at Blue Shield of California, will become Chief Operating Officer of Hill Physicians Medical Group in mid-April. Joyner fills the position that has remained vacant since Darryl Cardoza assumed the Chief Executive Officer position in April of 2012. Most recently, Joyner was Senior Vice President with Blue Shield of California. During his fourteen-year tenure with Blue Shield, Joyner led the large group and specialty benefits business unit, managing $2 billion in business, as well as network management and external affairs, including mergers, acquisitions and strategic alliances. Joyner also brings experience gained at Vivra Specialty Partners and Bain and Company, a global strategy consulting firm.

Health Net of California, Inc. and Hill Physicians Medical Group, UCSF Medical Center, UCSF Benioff Children's Hospital, and both St. Mary's Medical Center and Saint Francis Memorial Hospital of Dignity Health, have formed an accountable care arrangement for University of California (UC) employees living or working in San Francisco, similar to an Accountable Care Organization (ACO). Implementation is pending regulatory approval by the California Department of Managed Health Care. ACOs are organizations of health care providers that are accountable to both patients and themselves for the quality, cost and overall care experience. Rather than serving Medicare patients, as an ACO does, the arrangement will serve UC members/enrollees in the San Francisco Bay Area.
