California American Water has reached formal settlements with various parties regarding its proposed water supply project, taking a significant step closer to finally bringing a stable water supply to the Monterey Peninsula. The settlements were filed with the California Public Utilities Commission and involved 15 different intervening parties to the proceeding. Agreements were reached on a range of issues from desalination plant size to costs and financing. The settlement agreement recognizes the value of the portfolio approach to the water supply problem (aquifer storage and recovery, groundwater replenishment and a desalination plant) which is awaiting the CPUC's issuance of the final environmental impact report scheduled for June 2014. Key issues addressed in the settlements are as follows: Criteria the CPUC should employ to determine when and if to move forward with the Ground Water Replenishment component of the project. The development of a hydro geological study and technical report on pumping from proposed slant wells to guide California American Water's use of source water. Project costs, including cost recovery for capital, operation and maintenance costs. Contingency plans for desalination facility intake, discharge and plant location. Various financing mechanisms designed to lower the cost of water from the project. Determination of the needed plant size to serve customers. The sizing takes into consideration the region's demand plus allocations for growth, including development on lots of record, among other factors.

The California Public Utilities Commission Approves California American Water Settlement to Improve Low-Income Ratepayer Assistance Program

The California Public Utilities Commission (CPUC) recently approved a settlement agreement between California American Water, The Utility Reform Network (TURN) and the Natural Resources Defense Council (NRDC). The approved settlement increases the affordability of drinking water for more than 20,000 low-income customers of California American Water. The settlement ensures that essential levels of indoor water use remain accessible to low-income households. The action by the CPUC was also supported by the Division of Ratepayer Advocates, the state's consumer protection office for utility rates. Low-income assistance is provided to water customers in the form of a credit on their monthly bill. The on-bill credit for enrolled low-income customers will now be increased from 15% of the average monthly residential bill in each area to 20% of the average bill. The settlement is a model for water rate and low-income programs at other utilities regulated by the California Public Utilities Commission. The settlement brings the low-income surcredit for California American Water customers on par with the surcredit given to low-income energy utility customers participating in the California Alternate Rates for Energy (CARE) program. The increased discount ensures that low-income customers have access to an affordable, high quality and reliable water supply for essential uses.
