The contracts include the Patent Application Location and Monitoring (PALM) Pre-Exam Upgrade and Research Prototype and PALM Attributable Owner projects. 2020's innovative implementation approach will provide USPTO with improved agility to support new and changing USPTO business requirements in support of reducing Patent pendency and improving operational efficiency. The PALM Pre-EXAM system was originally coded using a proprietary software solution using Computer Associates' Advantage Gen (Gen). The OCIO is looking to adopt a more open standards-based architecture solution that leverages industry best practices and adheres to the Service Oriented Architecture (SOA) paradigm.
