The company offers network access services, including mobile cellular voice and data communication services on the basis of various tariff plans; and automatic roaming services. It also provides voice mail, short message service, general packet radio service, augmented by enhanced data rates for GSM evolution, high-speed downlink packet access, and multi media message services. In addition, the company offers other telecommunications services, such as design, construction, and installation of local voice and data networks capable of interconnecting with fixed line operators; installation and maintenance of cellular payphones; lease of digital communication channels; access to open computer databases and data networks, including the Internet; and provision of fixed, local, and long-distance telecommunications services, as well as video conferencing. Further, it provides various value-added services, including call divert/forwarding, call barring, caller ID display and anti-caller ID display, call waiting, conference calling, ring tones, WiFi, missed call alert, mobile office, information and directory service, unstructured supplementary services data, international access service, customer care system, wireless application protocol, WEB portal, SIM-browser, APN remote access point, fixed mobile convergence, intelligent call assistant, and mobile banking. The company has a strategic partnership with Vodafone. As of December 31, 2008, it had a subscriber base of approximately 91.33 million. The company was founded in 1993 and is headquartered in Moscow, the Russian Federation.
