bull (BULL) Key Developments

The DGA Selects Bull to Develop the Scorpion Combat Information System

The French Defense Procurement Agency, the DGA, has chosen Bull to develop the Scorpion combat information system (SICS) which will equip all land forces from 2016 onwards. As part of its program to rationalize its operational information systems, the DGA's aim is to equip the majority of current land-based units with a unified information system, replacing a number of existing systems and covering the requirements of inter-force tactical groups when it comes to exchanging and protecting operational command and visualization information, and tactical situation intelligence. As a result, SICS will offer its users a better system when it comes to simplicity, usability, robustness, automation and smooth exchanges between and within the various levels of command. Drawing on its extensive expertise in mission-critical systems, high-level security, real-time signal processing and the implementation of complex solutions in technologically heterogeneous environments, Bull put forward an innovative approach that borrows methodologies and technologies from the civilian sphere, ruggedizing them for military requirements. The DGA was won over by this approach, which offers modern user interaction and unification of a number of existing systems, within a carefully controlled framework of costs. The use of open technologies should cut the total cost ownership of tactical operational information systems and offer greater scope to evolve the system to keep pace with future needs.

Aena Aeropuertos Chooses Bull to Rationalize Its Airport Management Applications in a Contract Extendable to Five Years and EUR 22.5 Million

Bull has been chosen by Aena Aeropuertos to rationalize its enterprise systems application management model. Aena Aeropuertos welcomes over 200 million passengers a year. To manage its airports and deliver the best services to its customers, Aena Aeropuertos uses an enterprise information system featuring a rich portfolio of over 70 applications with extremely diverse functionality and technologies. Keen to rationalize the management of this substantial resource, both in terms of cost reduction and improving the responsiveness and efficiency of its services (quality, customer satisfaction), Aena Aeropuertos turned to a Bull-led consortium, grouping seven contracts into just one and changing to an SLA-based model. Having been won over by Bull's value proposition and expertise, Aena Aeropuertos has handed over responsibility for managing the entire range of applications, as well as a major proportion of future developments under a framework service contract worth EUR 4.5 million a year, extendible to five years, for a total of over EUR 22.5 million of which EUR 12.5 million would be attributable to Bull. All maintenance tasks and new projects will come under the scope of an overall budget and high-quality service delivery commitments managed by Bull's Madrid Services Center (certified CMMI level 3), one of its seven such centers worldwide. To achieve this, Bull is putting in place transparent, industrial-scale management tools, already deployed in its software factory. This innovative approach will enable Aena Aeropuertos to rapidly achieve significant savings of more than 40% compared with the previous seven contracts, to avoid workload constraints and to benefit from the inherent agility of this high added-value resource and the proactive improvements suggested by a partner well versed in its business activities and its information systems.
